In June 2020, Ampney Crucis Parish Council approached us to have their parish boundaries designated as a neighbourhood area, so they could develop a neighbourhood plan. Under the Neighbourhood Planning Regulations 2016, this area was automatically approved, without need for consultation or decision.
Neighbourhood plans in development
The first step of neighbourhood plans is to have a neighbourhood area designated. These areas have all had their submission for a neighbourhood area approved and are developing their plans.
In January 2020, Andoversford Parish Council approached us to have their parish boundaries designated as a neighbourhood area, so they could develop a neighbourhood plan. Under the Neighbourhood Planning Regulations 2016, this area was automatically approved, without need for consultation or decision.
In January 2017, Blockley Parish Council approached us to have their parish boundaries designated as a neighbourhood area, so they could develop a neighbourhood plan. Under the Neighbourhood Planning Regulations 2016, this area was automatically approved, without need for consultation or decision.
In January 2021, Chedworth Parish Council approached us to have their parish boundaries designated as a neighbourhood area, so they could develop a neighbourhood plan. Under the Neighbourhood Planning Regulations 2016, this area was automatically approved, without need for consultation or decision.
Basic Conditions Statement Consultation
Friday 15th May to Friday 5th June
On 12th May 2026, Cotswold District Council received a revised Basic Conditions Statement to accompany the Chipping Campden Neighbourhood Plan, taking into account the provisions of Sections 98 and 99 of the Levelling-up and Regeneration Act (LURA) 2023 which came into force on 25th March 2026.
We have commenced a three-week consultation from Friday 15th May 2026 to allow those who live, work, or carry out business in Chipping Campden to comment. You can view the document here.
Comments are invited regarding whether the submitted basic conditions addendum comply with Section 98 and Section 99 in the Levelling-Up and Regeneration Act 2023 (as amended). Comments should relate only to the addendum. This is not an opportunity to comment further on the Chipping Campden Neighbourhood Plan, as the Regulation 16 consultation has now closed.

Chipping Campden Extra Hearing Info
As of 13th March 2026, the Examiner has visited the Neighbourhood Area, read the submitted documents, and read the representations made to the Plan. The Examiner has also prepared a Clarification Note (questions to the Town Council) and read the responses to that note. The Examiner now considers that to ensure adequate examination of the Plan, it is necessary to hold a hearing on the contents of Policies 1 and 6.
This hearing will take place on Tuesday 14th April at Chipping Campden Town Hall, and further details can be found below.
From February 2026, the Chipping Camden submitted Neighbourhood Plan is being examined.

Upper Rissington Parish Council submitted a request for a neighbourhood area to be designated. The area proposed covers most of Upper Rissington parish, except the area within RAF Little Rissington, and a small part of the Victory Fields development, within Great Rissington. This submission was considered and agreed on 22 February 2018.
Willersey
In February 2025, Willersey Parish Council approached us to have their parish boundaries designated as a neighbourhood area, so they could develop a neighbourhood plan. Under the Neighbourhood Planning Regulations 2016, this area was automatically approved, without need for consultation or decision.
