The Infrastructure Delivery Plan identifies the infrastructure needed to support planned growth and helps align housing, employment and site delivery with transport, utilities, schools, health, green infrastructure and other services. It supports the emerging Local Plan’s infrastructure-led approach and informs the delivery schedule. It is informed by and brings together various infrastructure evidence.
The Infrastructure Delivery Schedule accompanies the Infrastructure Delivery Plan and provides a detailed schedule of infrastructure projects required to support growth. It identifies the type, location, cost, timing, funding sources and delivery responsibilities for individual infrastructure schemes, helping to inform infrastructure planning, funding and delivery throughout the Local Plan period.
The Facilities Planning Model Assessment of Sports Hall Provision uses Sport England’s Facilities Planning Model to assess the current and future supply, demand and accessibility of sports halls across Cotswold District. The study examines whether existing sports hall provision is sufficient to meet needs up to 2043, taking account of projected population growth, travel patterns and facility capacity. It concludes that there is sufficient sports hall provision to meet demand throughout the plan period, although demand is expected to increase, particularly in the Cirencester area, where existing facilities may become increasingly busy. The assessment also identifies opportunities to increase community access to school sports halls, protect existing community provision and invest in the modernisation of facilities to ensure they continue to meet local needs over the long term
The Facilities Planning Model Assessment of Swimming Pool Provision assesses the supply, demand and accessibility of swimming pool facilities across Cotswold District. Using Sport England's Facilities Planning Model, it evaluates current provision and future needs to 2043, helping to identify whether existing facilities can accommodate future growth and informing the evidence base for planning and investment decisions.
The Playing Pitch & Outdoor Sport Strategy & Action Plan assesses the current and future need for playing pitches and outdoor sports facilities across Cotswold District. It evaluates the quantity, quality and accessibility of provision for sports including football, cricket, rugby and hockey, identifies existing and future shortfalls, and sets out recommendations and actions to protect, enhance and provide facilities to support community sport and planned growth.
The Swimming Pools, Sports Halls and Playing Pitch Provision Addendum updates the Council’s assessment of sports and recreation facility needs to reflect the housing growth proposed in the emerging Local Plan. It identifies the additional provision of swimming pools, sports halls and playing pitches required to support planned development and provides evidence to inform infrastructure planning, site allocations and the Infrastructure Delivery Plan.
