Transfer of private hire vehicle licence
You can apply to transfer a private hire vehicle licence for the following:
- Temporary Vehicle (insurance company)
- Transfer vehicle to another vehicle (1 year)
- Transfer vehicle to another vehicle (remainder of plate)
- Transfer vehicle licence to another person (also requires the completion of consent to transfer form)
- Change of registration number
What you will need to transfer licence
- valid insurance documents
- valid MOT certificate (unless the vehicle is less than 1 year old from date of registration)
- V5 document
- Consent form completed for when transferring licence to another person
- A credit or debit card to make payment

Vehicle requirements
Transfer applications have the same requirements as new vehicles.
- for new and transfer applications, the vehicle must be less than 5 years old from the date of first registration
- for renewal applications, the vehicle must be less than 15 years old from date of first registration
- it must have no smoking signs, a first aid kit and a fire extinguisher
Wheelchair accessible vehicles are exempt from the age requirements. Other specialist vehicles may also be exempt.

Consent to transfer vehicle to another person
If you wish to transfer a vehicle to another person a consent form must be filled out before completing the application.
This form will need to be completed by the current owner who is intending on transferring the vehicle. You’ll not be able to continue with the application without this being completed. There is no charge to do this.
DBS (Disclosure and Barring Service)
If you are not a licensed driver or private hire operator with Cotswold District Council, you will need to submit a basic DBS check with your application. Please visit the DBS for further information: https://www.gov.uk/request-copy-criminal-record These must be carried out on an annual basis.
