Council agrees adoption of Local Plan and Community Infrastructure Levy

Members of Cotswold District Council met on 3 August 2018 at a Special Council Meeting at Cirencester Baptist Church and agreed to adopt the Cotswold District Local Plan (2011 – 2031) and the Community Infrastructure Levy (CIL) Charging Schedule. Please find the adoption statements below.
The Plan covers the period 2011 to 2031 and its policies will be used to manage development and guide day-to-day planning decisions. Additionally, the CIL will assist in delivering infrastructure to support development in the District.

Inspector’s report on the Examination of the Cotswold District Local Plan 2011-2031
Release date: 5 June 2018
The Council received the examining inspector’s report on the submitted Cotswold District Local Plan 2011-2031 (“the Plan”) on 5 June 2018. The submitted Plan included the Submission Draft June 2016; Focussed Changes Addendum December 2016 and Minor Modifications Addendum June 2017.
The inspector’s report has two parts:
(i) the main report, including a non-technical summary; and
(ii) an appendix setting out detailed amendments (Main Modifications) to the Submitted Local Plan.
The inspector’s report concludes that the Plan, as submitted, provides an appropriate basis for the planning of the district provided that the Main Modifications, referred to above, are incorporated.
The Council will be recommended to adopt the Cotswold District Local Plan 2011-2031, incorporating the Main Modifications together with any Additional (i.e. minor) Modifications. A special council meeting has been arranged on 3 August 2018 at the Baptist Church in Cirencester.
Inspector’s report on the Examination of the Cotswold District Community Infrastructure Levy Draft Charging Schedule

The Council received the examiner’s report on the submitted Cotswold District Community Infrastructure Levy Draft Charging Schedule on 5 June 2018.
The examiner’s report concludes the Cotswold District Community Infrastructure Levy Draft Charging Schedule, as submitted, provides an appropriate basis for the collection of the levy in Cotswold District.
The Council will be recommended to adopt the Cotswold District Community Infrastructure Levy Draft Charging Schedule although the levy is not likely to come into effect before April 2019; further information and a timetable will be provided later this year. A special council meeting has been arranged on 3th August 2018 at the Baptist Church in Cirencester.
The Local Development Scheme (LDS) April 2016 - March 2019
The Local Development Scheme (LDS) is a three year project plan for the period April 2016 to March 2019. It sets out the programme of work to be done by the Cotswold District Council to establish the Local Plan for the district. Local planning authorities need to produce an LDS as set out in the Planning and Compulsory Purchase Act 2004, as amended in Section 111 of the Localism Act 2011.
The Statement of Community Involvement (SCI)
The Statement of Community Involvement (SCI) was first adopted in January 2007 and sets out how the Council will engage with the community when preparing planning documents and its policy for consulting on planning applications. In 2010 and 2012 some minor changes were made.
Since the adoption of the SCI, there have been significant changes to the planning system including the introduction of the 2012 Town and Country Planning Regulations, the Localism Act 2011 and the National Planning Policy Framework (NPPF).
The latest SCI underwent a period of public consultation, was amended accordingly and adopted by the Council on 4 September 2014. The latest and previous versions of the SCI are available on the download options below, together with an adoption statement.
