Current position on the Local Plan examination
20 July 2017: Inspector's Guidance Note for Participants (ED002) has now been published and contains important information on the examination process, including a timetable with key dates and a draft hearings programme. The hearings are open to the public to observe, but only those who made relevant representations and request to speak will be invited to participate in the hearings. Please notify the Programme Officer by Friday 11 August 2017 whether or not you wish to speak at a hearing session. Any comments on the draft hearings programme should also be submitted by this deadline.
7 July 2017: The Cotswold District Local Plan 2011-2031 (the 'Plan') has been submitted to the Secretary of State for independent examination by a Planning Inspector. The Cotswold Community Infrastructure Levy (“CIL”) Charging Schedule has been submitted for examination in parallel with the Plan. The CIL examination has a separate website www.cotswold.gov.uk/cilexamination. The two examinations are subject to different regulations but will be carried out jointly and all evidence submitted in connection with one will also be taken into account in the other where relevant.
Local Plan Inspector
The Cotswold District Local Plan 2011-2031 (the 'Plan') was submitted to the Secretary of State for independent examination by a Planning Inspector on 7 July 2017. Following formal acceptance of the submitted Plan, the Secretary of State has appointed William Fieldhouse BA MA MRTPI to conduct the independent Examination to assess the soundness of the Plan. Following completion of the Examination, the Inspector will issue a Report for the Council giving recommendations for action, which may include modifications to the Plan necessary to make it sound, as requested by the Council.
Local Plan Programme Officer
The Examination process will be administered by the Programme Officer, Tracey Smith who is independent of the Council and will work under the direction of the Inspector. Unless otherwise stated, the hearings will be held in the Council Chamber / Committee Rooms, Cotswold District Council, Trinity Road, Cirencester, Gloucestershire GL7 1PX.
Local Plan Examination process and timetable
The Inspector has decided that, as the Focussed Changes published by the Council in December 2016 do not alter the Plan’s strategy, and because they have been subject to public consultation and sustainability appraisal, he will treat them as part of the Plan to be examined. A version of the Plan that incorporates the Focussed Changes was published by the Council on 7 July 2017 (SD007); all references to “the Plan” are to that document.
The Hearing Sessions of the Examination will usually commence 10-14 weeks after an Inspector has been appointed and may last up to 4-5 weeks with one or two breaks. The Inspector may call an Exploratory Meeting shortly after submission if he has issues requiring further investigation before proceeding with the Examination.

After the hearings have been formally closed, the Examination remains open until the Inspector's Final Report is submitted to the Council. However, no further representations or evidence will be accepted after the hearing sessions unless this has been specifically requested by the Inspector.

- Core documents – Documents and guidance prepared and/or referred to in relation to the Plan (including the Council's evidence base and submission documents).
- Examination documents – Documents and correspondence prepared and/or submitted in relation to the examination of the submitted Local Plan.
- Hearings sessions – Hearings timetable and programme, agendas, further statements prepared by participants and associated documents.
