Article 4 Directions
An article 4 direction restricts permitted development rights, i.e. development that property owners would normally be able to do without additional planning permission, for example replacing windows. This does not mean that certain changes cannot be made to a property, but that a planning application is required for those changes, if a relevant direction is in place.
Each article 4 consists of some legal background, a map to show which properties are covered by the article 4 and a list of those works for which permitted development rights have been removed.
There is not normally a fee for a planning application to carry out works that would otherwise have been permitted development, if an article 4 had not been served.
There are several types of direction.
Article 4 Directions served since 2010
In 2010 changes were made to the Town and Country Planning general permitted development Article 4 legislation.
The following Article 4 Directions have been served by the Council since 2010.

Consultation on Article 4 Directions for 74 Dyer Street, Cirencester
On 16 April 2018 the Council served an Article 4 (1) Direction (with immediate effect) covering part of 74 Dyer Street, Cirencester to protect this important historic building, which contributes positively to the character and appearance of the Conservation Area and the history of the town. Article 4 (2) Directions
Before the 2010 change in legislation, these were used in conservation areas, to ensure that inappropriate development that might harm the conservation area does not take place. They usually only apply to certain properties in the conservation area. The specific article 4(2) direction describes those works that require planning consent; these might include replacing windows, removing stone roofing slates etc. It should be noted that properties in some conservation areas in the District are covered by Article 4(1) rather than Article 4(2) directions, for example Chipping Campden.

Article 3 Directions
An article 3 direction removes permitted development rights for most forms of development if an Environmental Impact Assessment (EIA) is required.
