Affordable Housing SPD

The Affordable Housing Supplementary Planning Document was adopted by Council on the 27th February 2007. The final adopted version is now published. Fully printed copies are available for purchase for £15 (plus £2 p&p) from Customer Services on 01285 623000. Copies are also available for viewing at the Council Offices in Cirencester and Moreton-in-Marsh, and the public libraries.

The final adopted version of the Affordable Housing SPD (February 2007) is available below together with the Adoption Statement and Regulation 18 Statement (summary of representations and officer responses to public consultation carried out from 30/11/2006 to 11/01/2007).

The intention of the SPD is to elaborate on the Affordable Housing policy in the Cotswold District Council Local Plan 2001-2011 (Adopted, April 2006). The SPD aims to establish a clear set of guidance procedures as well as provide practical advice for all those involved in the provision of affordable housing.

In particular it seeks to provide additional details on: the calculation of mix and type of affordable housing; funding arrangements; financial viability assessments; use and calculation of ‘in lieu provision’; location of exception sites; integration and tenure blind design; as well as template section 106 agreements. It includes details of the Council's preferred development partners for Affordable Housing and a jointly agreed pricing policy.

It also provides information on the administration and protocol for delivering affordable housing through planning policy in terms of who to contact and what information will be required.

The Affordable Housing SPD is a Local Development Document, prepared in line with the provisions in the Planning and Compulsory Act (England) [2004]. It is a material consideration in the determination of applications.
