Audit Commission

Each year, we receive a report from the Audit Commission called the Annual Audit and Inspection Letter (AAIL). This report draws on findings and conclusions from the use of resources assessment. This assessment considers:

  • how well the council is managing and using its resources to deliver value for money and better and sustainable outcomes for local people
  • whether the council has put in place adequate corporate arrangements for securing economy, efficiency and effectiveness in its use of resources

The assessment has three themes: Managing finances, Governing the business, and Managing resources, which are scored between 1 and 4:

1 - an organisation that does not meet minimum requirements, performs poorly

2 – an organisation that meets only minimum requirements, performs adequately

3 – an organisation that exceeds minimum requirements, performs well

4 - an organisation that significantly exceeds minimum requirements, performs excellently

The overall assessment of our Use of Resources concludes that our organisation meets minimum requirements, performs adequately. The table below shows how we scored on each of the three themes:

What the report says…

Managing finances

  • The Council ensures that its financial planning is closely linked to strategic objectives and service planning
  • Value for money is a high priority for the Council and the Council is taking a long term approach to delivering efficiencies

Governing the business

  • The Council’s priorities are based on an understanding of the needs of the local area
  • The Council has good processes in place that ensures that it works in an open and transparent manner

Managing resources

  • The Council does not have plans in place to ensure that it has the right staff with the right skills in the medium term. We have since written a workforce strategy to address this weakness
  • There is good communications between staff
  • The Council is improving equalities both internally and externally
