In due course, the Local Development Framework (emerging Local Plan) will replace the existing Cotswold District Local Plan (adopted 2006).
The Core Strategy will establish the Council's general spatial visions and objectives for delivery through the Local Development Framework (LDF). The Core Strategy will set out the spatial aspects of the District's Sustainable Community Strategy, and provide a long-term spatial vision for the area. It is to provide the overall strategy for the development of the District for the period 2011 to 2031, and will include the main policies that will help deliver this.
The identification of strategic sites, and , where appropriate, the allocation of land for specific uses will be progressed through the Core Strategy DPD. Subsequent Development Plan Documents must conform to the Core Strategy. Therefore, these will be adopted after the Core Strategy has been independently examined.
The Core Strategy Second Issues and Options Paper (published December 2010) outlines the most sustainable options for locating future development across the District and some potential solutions for tackling various issues, such as climate change, the need for affordable housing and protecting the area's unique natural and built environment. The Core Strategy Issues and Options Paper (published November 2007) set out initial ideas on what matters the Core Strategy should consider. The paper was the first major stage in the production of a Local Development Framework Core Strategy for the District. A Settlement Hierarchy Topic Paper (published for consultation to 9th January 2009), suggested options for a hierarchy of settlements based on their current role and existing service provision. This will help to inform the development of the spatial strategy for Cotswold District. Consultation results on the topic paper are now presented for information; comments submitted to the topic paper and CDC's response, and the support given for different Cotswold District Settlement Hierarchy options, as outlined in the topic paper. During the consultation, an error in the table (Appendix) came to light: the Post Office column had unfortunately been omitted from the published version of the topic paper. However, this did not affect the overall conclusions of the table. A document showing further actions arising as a result of the consultation and CDC responses, is also available.
Sustainability Appraisal Scoping is the first stage in the process of overall Sustainability Appraisal (SA), which aims to ensure that the Local Development Framework (LDF) conforms with the principles of sustainability. Therefore the primary purpose of this Scoping Report is to enable Sustainability Appraisal of the forthcoming Core Strategy to be carried out.
